Clay County Commissioner Discusses Major Capital Investment with Fire Chiefs, Sheriffs

With the population booming, Clay County leaders began discussing major investments in the area, including new prisons and improved highways.

The commissioner met Tuesday morning with the fire chief, sheriff and other county agencies about where the tax money should be spent.

Sheriff Michelle Cook said the county could grow beyond prisons, shut down and sell the Orange Park, Green Cove Springs and Middleburg substations, and move them to places like large strip malls where citizens can come and go. I’m also considering sex.It’s like asking for a police report.

Building a new prison is by far the most expensive need. County Commissioner Betsy Condon said talks about funding the prison are ongoing.

“It’s very expensive to build a new prison, so it’s easy to say it’s an 800-pound gorilla,” Condon said. We were able to allocate $5.2 million in funding to do five to seven years of expansion. So we’re in a really good place for five to seven years.”

Another big expense is roads. The county has compiled a comprehensive list of roads in need of improvement, including County Route 220, which connects Middleburg and Fleming Island.

Data presented during the conference included an impact fee, which is the cost paid by the developer when a new home is built. Middleburg, Orange Park, Keystone Heights and Oakleaf Plantation are all expected to raise hundreds of thousands of dollars.

The impact charges for District 4 — which includes Lake Asbury and Green Cove Springs — total $13 million. This is the area around the First Coast Express that is expected to add tens of thousands of new residents in the coming years.
