It seems to have arisen around noon at Styve Santo Square on Pearlman Place and East 16th Street, resulting from a dispute between pet owners at Dog Park and students using Styve Santo Square for breaks.
Officials say the girl was in the park with her classmates when one of the dog owners approached her and began yelling at them.
The individual began spraying the victim with water and attacking her.
When the victim counterattacked, police say he grabbed her hair and hit the left side of her face.
The man also wrapped his hand around the victim’s neck and began strangling.
Another classmate in the park, a 15-year-old boy, attempted to intervene and was struck again.
After that, he ran away from the scene.
The girl was taken to Sinaibes Israel Mountain in a stable condition and the boy was treated on-site.
Witnesses have told Eyewitness News that park users are worried about the treatment of men and others and his own dogs.
A woman named Rachel who saw everything wants him to be prosecuted and prosecuted.
“I hope they find this guy,” she said. “This guy grabbed her neck and chest and hit her head. A young black girl, 11 years old. This isn’t normal. He’s dangerous.”
She confronted the man and asked him why he did this, and said he said she could escape with it.
Witnesses say they don’t want it to happen and anyone who admits him wants to call the police.
The individual is described as a fair-skinned man, about 25-35 years old, with facial hair and shoulder-length blonde hair.
The last thing he saw was a gray long-sleeved shirt, black trousers, black sneakers and sunglasses.
