Biden is expected to announce stricter regulations that require so-called “ghost gun” buyers to undergo background checks. Homemade guns (often assembled from parts and milled with a metal cutting machine) often do not have a serial number used to track them. The ATF is currently run by Deputy Director Regina Lombardo.
