“I heard a ‘pom-pom’. By the time I got there, police cars were swarming,” said Amir Anderson.
By then police opened fire and the man was seriously injured.
Victor de la Cruz told Eyewitness News that police shot his brother Raul three times in the stomach and leg.
It all started around 10am on Sunday inside the Grand Concourse building.
De la Cruz’s father called 911 and told the dispatcher that his son had a medical condition.
“He feels he is being pursued and persecuted and has stated that if the police show up here today, I will kill them,” said NYPD Chief John Chell.
Authorities said the two officers met the father outside and began making their way down the corridor toward the building’s main entrance.
“The subject comes out, is visibly shaken by the sight of the officer, drops his bag, takes out a large cleaver, and starts making his way towards the officer,” Chell added.
There was police body cam video of the incident, and EyeWitness News asked if mental health professionals should have responded to the first cop as well.
“I’ll check the tape, the police arrived quickly and the event happened in 28 seconds,” Chell said.
